I have always felt somewhat

distrustful

the Hong Kong attitude in this matter, and

reading the papers again after a lapse of time

I feel a stronger conviction that their fears are

probably greatly exaggerated. It is not explained

exactly in what ways the Chinese Consul coula

interfere with the local aministration. I

suspect that the Hong Kong authorities hain mina

the extruoruinary powers of interference possessed

by British consuls in China and they forget that a

Chinese consul in British territory would have no such powers, but would merely be in the position of

any other consul. As to political activity, it

is unlikely that he can do anything considerable

without its coming to the notice of the

Government, and we should then have a clear case

for insisting on his removal. It is true that

political aifficulties have been alleged in
